....Community Services & Supports Plan (CSS)

...IThe County of San Diego Submitted the CSS Plan to the State in December 2005.

---This CSS Plan describes how SDMHS is to be accomplished by providing funding that would adequately address the mental health needs of the unserved and underserved populations; and to reach underserved populations to engage them in services and better serve those consumers who are receiving limited services.

This CSS Plan proposed how SDMHS uses approximately $25.4 million each year for new community services and support for children and youth with serious emotional disturbance (SED), and transition age youth, adults, and older adults with serious mental illness (SMI).

How Was the CSS Plan Developed?

...In the County of San Diego, hundreds of persons participated in this MHSA planning process accomplished through the completion of needs assessment surveys, community public forums, focus groups, age specific work groups, and mental health stakeholders advisory groups.

Through the community planning process, MHSA identified priority community issues that formed the foundation for preparation of the CSS Plan and various program proposals to improve the needs.

These new services are consistent with the community input received, the SDMHSA guidelines. All proposed services are anchored in community collaboration, cultural competence, client/family-directed services, and in the principles of rehabilitation, recovery, resilience and children’s system of care values.

San Diego’s Mental Health Department is looking forward to work as a team and in partnership with several interested organizations and individuals to develop an outstanding mental health program in California, one that attends to and respects people from all racial/ethnic backgrounds and cultures.

The program is based on the belief that people with serious mental disabilities can improve, feel better and be more satisfied with their lives. The program will be based on the belief that people from all ages with mental or emotional problems can be helped. They can get help, learn to handle their problems, kids can grow healthy and all can have a successful life.

The Mental Health Department's objective is to change mental health services such that more people can use their mental health support and care services and feel that they can ask for help, trusting that they will receive the services and support required for mental health recovery.
